Jack stand/point locations
Is it safe to place jack stands at the locations I circled in red?

I don't think so. The jack points are just behind the front wheels close to the side skirts. If you want to lift both the driver's side and passenger side at the same time, there's a jack point just behind the front bumper in the middle. In you picture, there's an arrow pointing to it.

I am about to do my first oil change and tranny flush since I bought the car last month and I want to know what my options are. To remove the cover, how many screws do I have to remove and where?

No covers need to be removed for an oil change.
The tranny flush its on the driver side, just peel back the liner (I think theres 2 or 3 tabs to remove)

Jack where the arrow points and place the jackstands behind the front wheels where the jackstands should be placed. Do not jack from the suspension.

I think the arrow is also in the rear.
I don't remember if you have one or not, but its in your owner's manual as well.

Jacking it up from the front is easy. However, if you're crawling under the car, please use jackstands. Hydraulic floor jacks aren't as robust as they appear.
On the picture at the top, the arrow points to a semi-circle area, and that is where the jack point is.
Chalk the rear wheels FIRST and turn the e-brake off. If you don't, you'll be loading that rear suspension, which makes jacking the car up much more difficult.
